Texas Market Entry Advisory

Texas is open to the world. Getting in takes a guide.

Every year, companies from every continent choose Texas, and the ones who arrive with a guide get better sites, stronger incentives, a faster path to production, and the ongoing compliance that keeps them operating. Jetton Solutions is that guide: one team accountable for your site, your incentives, and your government relationships, from your first decision to your first day of production.

Co-founded by Jacey Jetton, Former Texas State Representative · Texas International Business Advisory Committee, and Tori Macfarlan, US Congress and Texas Legislative Staffer · Harvard Master in Foreign Affairs

Deep roots, a growing economy: Texas from the ground up.

The Opportunity Is Real. The Path Is Fragmented.

Texas is open for business and wants your investment. It offers real leverage: the Texas Enterprise Fund, JETI, Chapter 380 and 381 agreements. Government still moves at its own pace, and there is a methodical process behind every approval. We've sat on the committees that oversee these programs ourselves. Those programs are discretionary, and they are awarded to companies who position the project early, correctly, and in the right order.

The friction comes from fragmentation, not Texas itself. A single project touches state agencies, county and city officials, utilities, ERCOT, real estate brokers and agents, engineers, and attorneys, each doing their part well, but with no one coordinating all of it toward your outcome. Companies lose months, and sometimes entire incentive packages, in the gaps between them.

For the team leading this decision, the risk isn't only the incentive dollars. It's putting your name behind a site recommendation to your board or your parent company that turns out to be wrong, missing a deadline nobody flagged for you, or finding out after the announcement that you left leverage on the table you didn't know you had. That's the fear driving companies to find a guide before they find a site.

One guide, working with every specialist your project needs, keeps the whole path moving in the same direction. Companies willing to invest their capital and their people in Texas deserve a process that's navigable the first time, not just to the people who've already done it before.

We've sat on the inside of the rooms where these approvals actually happen, and we know how disorienting the process looks from the outside, which is exactly why direct experience in Texas government is the thing that closes the gap:

FAQ

Common Questions

Texas offers several programs including the Texas Enterprise Fund (TEF), the Jobs, Energy, Technology, and Innovation (JETI) program, and local economic development agreements under Chapter 380 and Chapter 381. TEF awards are discretionary and require early engagement with the Governor's Office. We help clients build a strong position for each program from the beginning of the project.

Before your site decision is announced publicly. Incentive negotiations close once you announce a location. Government relationships take time to build. The earlier you engage, the stronger your position on incentives, permitting, and infrastructure agreements.

ERCOT's large-load interconnection process for large industrial facilities typically takes 12 to 18 months from initial request to a signed interconnection agreement. This timeline must be factored into your site selection decision from the start.

The "but for" test requires applicants to demonstrate that the project would not occur in Texas without the incentive. This argument must be consistent with your public statements and supported by comparative site data. Jetton Solutions helps clients build and maintain a credible "but for" position throughout the negotiation.

No. We advise companies from anywhere in the world that are entering the Texas market. Founder Jacey Jetton established the Friends of Taiwan Caucus and Friends of Korea Caucus in the Texas Legislature, so our relationships in Asia are unusually deep, but the work is the same whether you are headquartered in Seoul, Stuttgart, São Paulo, or Singapore.

TIBAC is the Texas International Business Advisory Committee, an advisory body appointed by the Governor of Texas to provide guidance on international business development and investment. Jacey Jetton serves on TIBAC by appointment of Governor Greg Abbott.

No. Jetton Solutions is not a registered lobbyist and does not make direct legislative contact on a client's behalf. Heading into the 2027 session, we provide legislative strategy and quarterback the relationship between a client and the registered lobbyists who do that direct work.

Owner's Representation is when Jetton Solutions organizes and manages engineering, architecture, and construction on a client's behalf during a facility build-out, acting as a single point of accountability across architects, engineers, and general contractors so the client's interests, not the contractor's or architect's, are the only priority.

EDC/EDO strategic planning is when Jetton Solutions writes strategic and economic-development plans for economic development corporations and organizations themselves, rather than representing a company to an EDC. It covers target-industry analysis, site and infrastructure readiness, and incentive program design.
